They're presumingly pdfTeX users. With LuaTeX and XeTeX, and that's probably the target of UTF-8 based hyphenation files, the users probably type what they want to see. And I've actually forgotten how to write typographic quotes the complicated way.

A change that would break the setup of almost all users is not acceptable.


Which side effect(s) has making the ASCII quotes be typographic quotes?
