I received this question from a user.

He was typing the tex file while suddenly power was cut off. When he turned
his computer on, he has got this corrupted tex file. Is there a way to
recover this tex file? The file is in UTF8.

Unfortunately, this does not look good.  bahar.tex seems to be nothing
more than a long series of null bytes:

   $ tr -d '\000' < bahar.tex | wc -c
   0

There doesn't appear to be anything in the file to recover.

Hopefully your user has a backup copy.  If not, depending on your
users' operating system, you might try some form of disk recovery
software.
