It's not only a question of compilers – you also need SDKs!

If you want to create new binaries which also run on Tiger you need the 
MacOSX10.4u.sdk *and* GCC 4.0.1.
If you want to create new binaries which also run on Leopard you need the 
MacOSX10.5.sdk and you can use GCC 4.2.1.
If you want to create new binaries which also run on Snow Leopard you need the 
MacOSX10.6.sdk and you can use GCC 4.2.1 or LLVM GCC 4.2.

The Tiger and Leopard SDKs are provided by Xcode 3.1...3.2.6 (the latter also 
provides Snow Leopard), the Xcode 4.x versions provide only Snow Leopard.
