SumatraPDF on windows 10 was similar to Foxit Reader - using the glyph stream instead of the actualtext - in case of devanagari text.
Thanks a lot for correcting my mistake.
I confirmed by using accsupp package by Heiko that SumatraPDF on windows does not use the ActualText for "select, copy&paste", but use the glyph stream. Thank you again ShreeDevi Kumar.
