That's not completely true. There's xflock4, and xfce4-power-manager is able to lock the screen at suspend/hibernate time. Since the bug was reported against xfce4-session I assume that the original poster used the logout screen (which shows suspend/hibernate buttons), but it'd help if he could provide that information. Right now the suspend/hibernate is done by xfce4-session, which supports either upower/devicekit-power or hal. Since there's no version information we can't be sure which one is used (hal in stable, upower in testing/unstable), but in either way, none of them lock the screen.
