Thunar's xfce-4.12 branch is still released as 1.6.x (1.6.17 released 10 days ago). After 4.14, maintainers may decide to keep maintaining the 4.12 branch for as long as they can. They can also release one last 4.12.x version with unreleased bugfixes or at the very least with updated translations. I don't think there is nothing set on stone, it's largely dependent on maintainers' availability.
Is it fine to just make the changes to master and leave xfce-4-12 and xfce-4-14 alone?
