Floating panel are not attached to a screen border, if you want a panel on a screen border without keeping the area free (ie blocking fullscreen) you can disable struts per-panel: https://bugzilla.xfce.org/show_bug.cgi?id=7202 In 4.10 this will be an option in the interface, since here is a high demand for this.
