As a consultant you should know the answer to this... it depends. If the problem is large with what seems to be multiple items then the report should probably start on the list and then with guidance on if the problem is repeatable by others those components in bugzilla. If the problem is not repeatable then it can be good to figure out why only certain systems are seeing it.
