No. 4.13 releases are older (pre 4.14-pre-X) releases.

Okay, so what 4.13.x goes with what prerelease?
Look on the archive:
http://archive.xfce.org/xfce/4.14pre1/src/
so, xfwm4-4.13.2 is the 4.14-pre1 version of that package, and so on.
