You may also need to add --with-optional to the group install command
sudo dnf5 group install "xfce-desktop" --with-optional

Hi Mike,
That did the trick. I wonder why it is optional?
And dnf no longer likes --with-optional with list,
only with group install/
@xfce-desktop-environment still does not show up.

$ dnf group list --hidden --with-optional | grep -i xfce
Unknown argument "--with-optional" for command "list". Add "--help" for
more information about the arguments.
The argument is available for commands: group install. (It has to be
placed after the command.)
$ dnf group list --hidden | grep -i xfce
