A possibility is that you are using an X 3.3.6 formated config file for X 4.x.x (or 
the reverse)
look at your log file /var/log/XFree86.0.log there you can see whether you are running 
X 3.3.6 or
X 4.0.3 (which I believe was the X 4 version for RH 7.0) 
If you are running X 4... then you should be using /etc/X11/XF86Config-4 as a config 
file
if you are running X 3.3.6 then you should be using /etc/X11/XF86Config
