You need to run an X server on your local workstation (must be Windows to use PuTTY). If it must be XFree86, get cygwin. If you telnet/ssh to a different host and issue startx, the most that will happen is that XFree86 will start on the remote computer. The graphics will in no way stream back to you through telnet or ssh. However, ssh (therefore PuTTY) is perfectly capable of forwarding X connections from a remote host to an X server running on your local workstation.
