Yes, it would be a very desirable option. While jvim does handle Unicode, it only auto-senses Shift_JIS, EUC-JP, or ISO-2022-JP (the three main Japanese encodings). Japanese MS users would most likely want to retrieve files in Shift_JIS while most UNIX users would want them in EUC-JP. (Ah, the wonders of multiple encodings for the same glifs!)
