Hi If you look at http://xml.apache.org/xindice/INSTALL.windows or even at http://xml.apache.org/xindice/INSTALL there is nothing there related to Tomcat. Xindice is a STANDALONE server.
However, Cocoon and Xindice live very well with each other (CORBA servant only concern here).
