I can only recommend general troubleshooting questions
like:

Is xindice.jar listed correctly in your CLASSPATH (no
typos, the correct path, etc.)?  If so, is your server
really looking at your CLASSPATH?

You may want to look at something called JWhich.  It
looks for a class and tells you if and where it finds
the class:
