I have been having the same problem. I have tried ant versions 1.3.1, 1.4.0 and 1.4.1 (and the ant that is shipped with Xindice) on RH Linux 7.2 and Java 1.3.1 and 1.4 beta. No luck with any of them. This is all against the latest cvs. I have just been using the networked docs, but motivated by this thread I messed around with it some this morning. Finally, after playing with the latest ant.bat file I got it all to build on Windows 2000. I had to make a couple of changes to the bat file so I have attached it here; essentially ANT_HOME should be set to '.' it all else fails and the script was never putting ant.jar on the classpath. I just looked again and if you build using build.bat the classpath is set up properly, but not if you run ant.bat directly. In any case the fix is simple, so possibly you want to put it in.
I noticed a couple of things in the docs/javadoc builds that need fixing, but did them by hand, so the build script and I guess Docbook source need fixing. First, I would thing, the docs should be built into the build directory, at present they are built in the source tree under xml-indice/docs. Second the home page points to /javadoc as the location for the Javdoc and it should be ./api/index.html. Note that it must be relative not absolute.
