My solution has been a small batch file to remove those declarations and wrap the whole thing in a <root></root> element
Not elegant, but it works. If you find something better, let me know.

More or less is what I expected, but I'd prefer to have a root element named
'EquipmentTypes' and I would need to get rid of the xml declaration in every
element. Is it possible?
