As per my info, PSYNC is used to sycronize the time between server and
client ? am I rite ?

I'm getting problem with my clients on email delivery time
synchronization with their local time. How can I solve it ?

I have forgot, PSYNC is enabled by default and has 120 sec interval. 
What I have give you is to enable logging of psync.
