I think from what I have seen over the years, that poplinks in xmail bypass many of the normal incoming mail checks. Things like max message size, mailbox size limits, etc., and of course what you found, closed mail list checks.
I think there would need to be a redesign of the poplink architecture if this was to be fixed. Currently poplink just gets the mail, determines whom it goes to, and drops it in the spool. For normal mail, most of the checks that are done, are done before the mail is dropped in the spool. This is where poplinks manages to bypass the checks.
