Hi, 

192.168.123.1 is PC at home which I use to connect to server and has an ip
of 192.168.123.250. I worked some where and uses another broadband
connection to communicate with the server at home which has a public ip of
218.111.187.69. 

Your question, yes, I have full control of the machine.
and 218.111.187.69 = 192.168.123.250, one is public ip and one is private
ip. 

218.111.187.69 is router's IP which route the packet to 192.168.123.250
