Here we have the same problem and I've related it some weeks ago (but with 
others words).
We are using XMail since version 0.69 and the problem persists.
Sometimes queue takes a long time to be processed and simply stopping and 
starting XMail solves the problem.

ps: XMail Win 32 version 1.22 on Windows 2000 Server SP4
