You might want to consider fsp[1] or some other non-webable protocol
like the old 'ftp by email'[2].  at least it's a bit hard to hammer it
if someone publicises your server.

[1] fsp is a quasi 'connectionless' protocol for low-bandwidth file
transfer.  AFAIK the only interface available is a set of command
line utils.  It was popular for a while in the early '90s and it
billed itself as a low-resources protocol (lower than ftp anyways).
Thinking about it, it might have used UDP packets, so maybe it wouldn't
be a good solution for long distance on the clunky old internet these days.

[2] ftp by email is a mail server where you send a message to a daemon
something like "send me galaga.zip", and it comes back in a mail message.
Obviously if bandwidth is ultra-tight, this is not the most efficient
since email must use 3-in-4 encoding for 8 bit (MIME or UU).
It might be nice for off-line transfer though, your server could collect
it's messages 24/7 but only process them during your non-business hours.
Maybe you could hack it so only people on this list (if that's your wish)
get access or something, since persumably you could get an address list.
