DISCLAIMER: I CAN NOT CODE. I KNOW THIS WORKS BECAUSE I DID IT MYSELF. You
might blow up your gamepad or something by doing this, but I've never heard
of such a thing in my life.

Yes. The problem is that gamecon.o needs to poll the CPU for state changes
in the gamepad. If you have a standard PSX pad (and even if you don't) try
the following:

edit /usr/src/linux/drivers/char/joystick/gamecon.c

near line 216 (for 2.4.17, at least) should be:

#define GC_PSX_DELAY    60              /* 60 usec */

change this to 30

then, hop down to about line 268 (again, this might vary):

         udelay(GC_PSX_DELAY * 2);

get rid of the * 2 so you have:

         udelay(GC_PSX_DELAY);

save, exit, remove gamecon.o from the same folder as gamecon.c, and
recompile the module. this should improve your fps about 200% or better from
the crappy one you're getting. It will still be slightly less than when you
don't use the driver, but it should be decently playable.

I used this technique to get my framerate up on pyDDR where my dance mat
would always slow down the game too much. It works much better now. Clearly,
if the modifications don't work for you, you'll need to change it back, but
30 worked for me, and I recommend possibly trying other slightly higher
values for DELAY (that is, if it doesn't work) before you go back to 60. Try
40, then 50 or something.

Reply/email/message me if you have any trouble.
