Because *nix systems care about their hardware ? And becausae they are
much more flexible ?
Given a correct configured monitor section you will not be able to
destroy your monitor by sending it frequencies it can handle, while in
dos the monitors capabilities aren't checked and you could verry eassily
send wrong signals to it.

Also the modelines that are seemingly correct always are most of the
times just standard ones, 320x200,640x480,800x600
It is much more difficult to get resolutions like 512x192, 372x462 in
dos then it is in *nix systems.

It is possible that your dos/windows mame will run automatically in hw
stretch mode, this way it simply uses one of thos standard resoltuions
and scales the game to fit in.
