        The 0xff byte can't be part of a utf-8 sequence of bytes; a
utf-8 byte can start (from the binary point of view) with "0", "10",
"110", "1110", etc; a zero is needed; 0xff is "11111111" and lack of the
zero.  More in [1].

        I suppose your correct encoding is "iso-8859-1".
