No, DTD validation is defined only as an operation on document wide scope, and libxml2 doesn't try to expose limited validation of smaller chunk. In general libxml2 chunks also mean arbitrary range of characters on the document, that doesn't even match structural ranges in the document so in that case it really doesn'[t make sense to validate at that level.
