No issue is not related to platform.
Those tests does not work is standalone iconv is used. Tests past on linux as iconv, integrated in GNU libc, support this codeset. 1) NOTES file from libiconv sources. 2) http://lists.gnu.org/archive/html/bug-gnu-libiconv/2010-05/msg00009.html
