It does not create the shared library, while the static library is created.
But 'xmllint' linker seem to refer the libxml2.so.11, which is not built.

Any inputs would be much appreciated.

I think that linker does not understand cygwin extension(implementation/simulation) of "symbolic links".

I guess that content of file ./.libs/libxml2.so is something like <symlink>.....

error

May be you cross-tools has to be build for cygwin as build and host platform.
