Tony, You don't indicate what toolset you are using (Visual Studio? MinGW?), but in any case, I would suggest looking at win32\Readme.txt. Unless you're using Cygwin (or something similar), libxml2 compilation on Windows doesn't work quite the same way as on Unix.
