It is available in the FTP area at ftp://xmlsoft.org/libxml2/
as a signed tarball libxml2-2.9.2-rc1.tar.gz as well as signed rpms built on Fedora. It seems to work fine for me but more testing including on windows would be appreciated. For example one of the patch changes tries to cope with _vsprintf availability (or not) on some of the Microsoft tool ! Patrick, it seems the NEWS doesn't get rebuild I will have to check why and do this manually.
