This seems the most likely. Probably, mwxml2sql has to be fixed so that it does whatever importDump.php/Special:Import do. Only if they both have the same problem with full page names in <title>, then the export should be changed. This is my guess only; at any rate do file a bug if there is a difference in behaviour.
