This is by no means a done deal.

The companion bill in the House, sponsored by Rep Dobson, also calls for a
one-year delay but also includes some fairly controversial features that
might be difficult to pass or reconcile with the Senate. These include a
requirement for every covered entity to file a plan, including budget,
showing how it will get ready by Oct 2003 and a $1/claim tax on paper claims
to help cover regulatory costs.

I personally think that Dobson will drop those provisions somewhere along
the line and a reconciled bill will pass, but I wouldn't be surprised if it
didn't happen, and I certainly wouldn't be surprised if it didn't happen
until after the Christmas recess.

This is good and bad news.  While this was putting people under the gun
and providing impetuous to use XML/edi technologies - now with this
breathing space - gives chance for technologies themselves to mature.

Particularly for ebXML to be established as the preferred medium to
enable compliance.

There is certainly good work being done on all aspects of this and
personal privacy right now.
