We use XMetaL and are very happy with it.
It's an XML editor, so forget about XSL. What I like about it is that it
works in multiple mode: it can completely hide the XML so it works for
secretarial people, or it work in "tree" mode showing you the tags and the
tree or it can work as a text editor.

The major limitation is that it only support valid XML documents (it needs
DTDs).
