If you don't see it, then it means: you cannot do it given the current selection. Selecting VATrates.html into the Include tool allows to choose an XHTML span element by its id in order to insert it in the document being edited. Therefore nothing will be listed by the Include tool in the following three cases: [1] The document being edited is not a XHTML document. For example, you attempt to insert an XHTML span into a DocBook para. [2] You have implicitly (caret inside it) or explicitly (red box around it) selected the wrong element. For example, you may not insert a span in a head/title. [3] You are using "Insert Reference Into" instead of "Insert Reference Before" or "Insert Reference After".
