Menu item "Options|Customize Configuration|Save Views As Default" does this.

* Personal Edition

You need to customize the active configuration by hand by adding the 
proper <windowLayout> configuration element.

In both cases, this setting apply to all the documents associated to a 
given configuration, that is, to a document type (DocBook, DITA Topic, 
XHTML 1.0 Strict page, etc), and not just to the document currently 
opened in the editor.
