the dev list have sometimes more traffic than user list :)
Well it could be usefull to merge them, but should be checked and validated
with ASF Infra

xmlrpc-dev and xmlrpc-user are both low traffic lists. Otherwise, I'd
clearly prefer them being splitted myself. See for yourself:
