Looks like the artifacts are missing LICENSE and NOTICE files, and the source files still have the old ASF header.
All released artifacts being distributed (and that includes jar files in a Maven repository) must now include LICENSE and NOTICE files in the top of the archive (or in the meta-inf folder for jar files).
