That is URI spec and URI has nothing to do with XML. URIs can also appear in HTTP responses and in subject header of your mails.

Which is exactly what should be done in XML in general.
I see. W3C made a grave mistake by not restricting encodings for XML version 1.0. Right at the beginning, XML 1.0 should have considered every non-Unicode document as invalid.
