My personal opinion is that 1.6 was overall a very good release, 1.5 was 
mostly ok, but much better than all the previous ones. And 1.7 looks 
very very good so far, probably even better than 1.6 at this stage in 
the numbering.

What your graph does not include are the beta releases (which for 1.7 
were very well handled).

So my interpretation of that is that more frequent point releases helps 
improve the quality a _lot_.

"Release early, release often" ... or something.
