There is a good expression for that in Russian. "распил бабла" = "raspil babla" ~= "split the loot" ;) That's a usual thing with the budgets in (new-Soviet) Russia - when it is spent on inadequately expensive things (and part of the price returns to the govt people as a form of bribes, named "откат" = "otkat" ~= "recoil":).
