http://www.phoronix.com/scan.php?page=news_item&px=Ubuntu-Debian-Abandon-Intel-DDX seems a decent summary of the Intel vs. Modesetting driver situation. The Modesetting driver was moved from a standalone package into the server in 1.17.0, long before 16.04 with server 1.18.3 was released. So far, all my Intel gfx installations that work at all with the Modesetting driver work at least as well as they ever did with the Intel driver.

Since it's also likely a bug in the kernel, check "dmesg | grep intel"
before doing so. You might face the same issue as this guy:
