vlans: Create vlans with dev.vid format (eth1.5)
Also, don't fail create if errno is EEXIST: It's
as created as it's going to get.

fea: Work around some bugs relating to vifs.
Fea is using pif_index instead of the vif_index when trying
to set VIF addresses. This can be detected in some cases,
so add work-around code until we get things fixed properly.
