Section 16.3.1 of that same document details the contents of the
Watermark registers. The register name is FW_BLC.

Watermark settings are listed in 'Appendix A: Mode Parameters' of the
'Intel 815 Chipset: Graphics Controller PRM' document, downloadable in
PDF format from developer.intel.com.
I don't know of any command line utility to tweak the values by hand.
