I found the problem. I only had one modeline in XF86Config-4. It was 1152x870. For some reason the X server could not work out timings for that setting and went to 1856x1392. When I put the standard SVGA type modelines in I was able to get 800x600 and 1280x1024 etc. That makes me think about having video=keep passed to the kernel.
