The "standard" way to escape ' and " characters in XML is to use entities.

Please try again with:

<xf:load>
   <xf:resource 
value="concat('javascript:myfunc(&quot;',@att1,'&quot;,&quot;',@att2,'&quot;,&quot;',@att3,'&quot;)')"/>
</xf:load>
