16.04 here. Same problem. Approach A. 1) I bind 'Pause' button to 'close_window_key' action: xfconf-query --create --channel xfce4-keyboard-shortcuts --property '/xfwm4/custom/Pause' --type string --set 'close_window_key' 2) It don't work.
Approach B. 1) I do the same thing through the GUI. 2) It works. 3) Until reboot. Approach C. 1) I reset the ''/xfwm4/custom/Pause' property: xfconf-query --reset --channel xfce4-keyboard-shortcuts --property '/xfwm4/custom/Pause' 2) I bind 'Pause' button to 'close_window_key' action: xfconf-query --create --channel xfce4-keyboard-shortcuts --property '/xfwm4/custom/Pause' --type string --set 'close_window_key' 3) It works. 4) Until reboot.
