IMHO the problem is that the padding doesn't scale with the rest of the panel. it looks to me like the padding is always a fixed number of pixels, regardless of how high the panel is. for my taste, this brings a problem for panel size < ~25, where the padding is definitely too big in relation to the icons. for panel sizes bigger than that, I personally like the look with the current padding.
If I'm right, we should probably file a feature request for xfce4-panel.
