You need at least this I believe:

# The loopback interface
auto lo
iface lo inet loopback

In Feisty it's in xubuntu-system-tools:

Gutsy, for now, uses gnome-system-tools:
http://packages.ubuntu.com/cgi-bin/search_packages.pl?keywords=gnome-system-tools&searchon=names&subword=1&version=gutsy&release=all

But that will be replaced by network-manager.
