Hi Marctrent,

the snapping-resistance is also there on "always", you just usually don't 
notice it because the panel isn't usually shown.
It's not easy to reproduce, but if you manage to grab a window while the panel 
is still visible on "Always autohide" you can drag it against the panel and 
you'll see the resistance there too.
