When referring to memory, we refer to RAM memory. When referring to free space (on the hard disk), we refer to the hard disk. I've further made this more explicit by referencing to "hard disk" whenever we talk about hard disks.
There is no specific speed requirements for the processor; usually when you can reach the aforementioned requirements, your processor will be able to handle the OS too. The only exact requirement we have for the processor is that it needs to support PAE, which is now mentioned on the page.

If you have found a real bug, please report it in Launchpad [1] against the right package (run "ubuntu-bug PACKAGENAME" in terminal). However, if you wish to talk about Xubuntu in the Ubuntu forums, please us the Desktop Environments forum [2].
